Using CEPA to reduce UAE import duty

The India–UAE Comprehensive Economic Partnership Agreement (CEPA), in force since 1 May 2022, provides preferential tariff rates on over 90% of Indian goods exported to the UAE. For eligible commodities, duty drops to 0–5% versus the standard UAE 5% Customs Duty on most goods.

Claiming CEPA benefit requires a valid Certificate of Origin (Form CoO-UAE) issued by a designated Indian authority (Export Inspection Council, FIEO, Commodity Board, or respective Chamber of Commerce), and goods must meet the Rules of Origin criteria — either sufficient value addition in India, or a qualifying change in tariff heading during Indian manufacture.

Rules of Origin advisory
